REGULAR MEETING OF CITY COUNCIL
ON MONDAY, OCTOBER 9, 2000 AT 5:15 P.M. AT CITY HALL

MEMBERS PRESENT: Mayor Alton McCollum
     
COUNCILPERSONS: Frances Johnson, David Walker, Betty Kemmerlin and Jack Steadman
    
CLERK: Bruce Watson
     
VISITORS: Richard Johnson, Jammie Johnson, Virginia Bamberg, Sarah Kinney, Franklin Bamberg, Jimmy Still, June Still, Lisa Stokes, Monica Johnson and Robert Stokes.

Mayor McCollum called the meeting to order and Mrs. Kemmerlin gave the invocation.   

Clerk Watson took the roll with everyone being present except Ms. Williams who was ill and Mr. Sandifer who was out of town.

Mrs. Johnson made the motion to approve the agenda. Mrs. Steadman made the second. All agreed. The motion carried.

Mrs. Johnson made the motion to approve the minutes of the September 11,2000 meeting as received. Mr. Walker made the second. All agreed. The motion carried.

Mr. Streadman made the motion to approve the Budget and Finance Reports as received. Mr. Walker made the second. All agreed. The motion carried.

Under Commission Reports:

Mayor McCollum, reporting for Mr. Sandifer, reported that the Bamberg City Economic Development Commission had met this morning but had nothing to announce at this time.

Mrs. Kemmerlin reported that the Sanitation Department has been busy as usual.

Mr. Steadman reported that the Police Department is still having trouble filling an officer’s slot and has only received one application at this time.

Under New Business:

Mayor McCollum informed Council that the issue of Creekside Drive needed to be addressed. He explained that potholes continue to form and the drainage along the street is not adequate. Mayor McCollum informed them that a home on Creekside had flooded during the big rainstorm. Mayor McCollum explained that Creekside Drive was deeded to the City which was never officially accepted, that the State Highway Department would not bring it into their system because of the upgrades that needed to be done and that the County claims it is not their responsibility.

Mayor McCollum presented Council with a letter which he had written to the SCDOT asking them to bring Creedside Drive into the State System so these problem could be addressed.

Mayor McCollum also informed Council that he had written Mr. Gene Cooner of the Highway Department to have the SCDOT do an assessment of the drainage throughout the City and  to have an engineer brought in to study the problems.

Mr. Walker informed Council that Cricket Brook Drive in his district was also paved but has never been brought into the State System.

Mayor McCollum told him that he has also asked Mr. Cooner to see what needs to be done to get Cricket Brook Drive into the State System. Mayor McCollum told Council that we must be careful before we accept any street from a developer.

Mr. Walker voiced that he has been after the Highway Department to clean out some big ditches in his district but has received very little help from them.

Mr. Walker made the motion to approve the Parade Permit for the Annual Christmas Parade on December 2,2000 at 10:00 a.m. Mrs. Kemmerlin made the second. All agreed. The motion carried.

Mrs. Kemmerlin made the motion to approve amending the Garbage Contract with Southland Sanitation to increase the contract price to $169,552.80 to allow for the addition of 22 commercial dumpsters and a compactor change for the hospital. Mrs. Johnson made the second. All agreed. The motion carried.

Mr. Steadman made the motion to allow Trick or Treating this year on Halloween, October 31,2000. Mr. Walker made the second. All agreed. The motion carried.

Mrs. Johnson made the motion to allow Trick or Treating from 6:00 p.m. until 8:00 p.m. for children twelve years of age or younger. Mr. Walker made the second. All agreed. The motion carried.

Mayor McCollum welcomed everyone to the meeting and thanked them for coming out.

Mayor McCollum recognized Mr. Gilbert Shipley who voiced to Council that he is very tired of the boom box noise throughout town. He explained the noise is continuous for 24 hours a day and 7 days a week. He voiced that we are suppose to have a quiet community in which to live. He explained that school children have complained about the noise on the streets close to their schools which is interfering with their testing. Mr. Shipley voiced that we have an ordinance which is not being enforced.

Mayor McCollum informed him that any excessive noise which can be heard within 50 feet of a vehicle is in violation and he asked Chief Morris to have his officers begin enforcing the ordinance especially along Bamberg Street.

Mr. Walker made the motion to go into executive session to discuss a possible legal matter. Mr. Steadman made the second. all agreed. The motion carried.

Mr. Steadman made the motion to come out of the executive session. Mrs. Johnson made the second. All agreed. The motion carried.

During questions from the press and audience, Mrs. Virgie Bamberg asked about the status of the rezoning request along Log Branch Road. Mayor McCollum replied that the ordinance for rezoning had died for lack of a motion and that the owners could reapply once a year has passed.

Mrs. Bamberg also informed Council that she had contacted Mr. Cooner about the water being unable to cross Calhoun Street during any type of rainfall. She explained that Mrs. Jordan is flooded each time this occurs.

Mr. Walker voiced that he had talked to Mr. Cooner about the problem several times.

He explained that the problem is with the ditch crossing on Log Branch Road which needs to be cleaned out.

Mayor McCollum assured Mrs. Bamberg and Councilman Walker that Mr. Cooner would address these problems with his engineer.

With no further business, Mrs. Johnson made the motion to adjourn. Mr. Walker made the second. All agreed. The motion carried.

The meeting was adjourned at 6:15 p.m.
